Game has stuttering heart attacks as of the past few months.

orion a6c5 or something, the most up to date version steam allows

Please explain your issue is in as much detail as possible.
game has heart attacks in multiplayer mostly, none of my friends have this issue, this started as of the past few months, verify game cache and files has been done more times than i can count, direct x has been installed without issue I have tried windowed, fullscreen and borderless nothing changes there, graphics drivers always up to date. the game will just stutter and have heart attacks at random times and sometimes back to back but doesn't directly crash but damn near unplayable, haven't had issues until recently with this game. please help.
Steps to reproduce the issue.
no idea, my friends have same settings as I do and I even did pc upgrades and that didn't fix it either. As for the upload attachment down below I wouldn't be able to because from other peoples perspective( streaming in discord) it appears to have nothing wrong when they view my screen. Its a bug that seems to be only on my end and despite getting a entire new pc it still doesnt work.
