Please explain your issue is in as much detail as possible.
When the custodian resigns, and the GDF has been created, an event triggers where the GDF keeps existing, growing forever into a massive fleet. It remains neutral and quite useless, even if the player becomes the crisis, in my current save they have a 1.6 million fleet just hanging out at my aetherophasic engine home system.

Steps to reproduce the issue.
Have a custodian make the GDF, have custodian resign after crisis, GDF keeps going event triggers, GDF keeps going and growing forever.
