Please explain your issue is in as much detail as possible.
As a Lithoid Democracy, my ruler has promised to increase the Food production by +15, despite us not producing any food or needing it. This was the starting Mandate. But through other games, I've noticed far too many instances where my ruler's mandates kept being unfulfilled, possibly due to many of them having Food mandates. This has reduced the amount of Unity my empire could've gained from fulfilling these mandates.

Saw this bug reported 2 years ago, but with no replies or mentions.
As there was no mention of this bug in the forums since Fornax was released, I deemed it necessary to report this bug, as it shouldn't be ignored.


My empire, as I'll add both screenshots and the savegame, was using the Mechanist Origin, the Radiotrophic trait, Relentless Industrialist civic... if that matters much.

Steps to reproduce the issue.
Create a Democratic empire with the main species as Lithoids. Check your ruler mandate, and restart until you get a Food Mandate.
