Please explain your issue is in as much detail as possible.
If you're an imperial government and then reform to a different government type, the former heir is sometimes presented as an option for shroud events such as making the Chosen One, with the title "Ruler", despite the fact that you have no access to this leader.

Steps to reproduce the issue.
Step 1) Play the game as an Imperial Psionic Empire.

Step 2) Sometime before the event to make The Chosen One, reform out of Imperial Government. Note the name of the Heir to the throne before reforming.

Step 3) When The Chosen One event occurs, Note that the former heirs name is among the options sometimes, with the title "Ruler".
