forced spawn custom empire do not all spawn. I've tested it and seems like no matter how many times I start a new game, the max that appear is 23, with the remainder being randomly generated.
Steps to reproduce the issue.
29 custom empires set to force spawn. all have random home system except 1 in deneb, 1 toxic gods leavings, 1 ocean paradise, 1 void dweller & 1 shattered ring
