Please explain your issue is in as much detail as possible.
There is a known bug about being forced into offensive wars by people you only have non-aggression pacts with. There was no notification, no option to refuse the call. Given the terrible AI bugs out and stays in their home system half the time, this is a game-breaking bug and honestly still seeing it in the game has turned me off from buying more expansions. This was a bug that was reported multiple times last year, and still nothing has been done to address the obvious bug that has the capability to just end entire campaigns.

The bug is that not responding to their (sometimes silent, with only a notification icon appearing) request to join a war counts as an auto-accept rather than an auto-decline like it logically should.
 
Should be fixed with 3.0.1 patchnotes. At least it say there is a popup now as soon a vote starts and the ai will take some time to vote themselves, preventing votes to be passed instantly and giving the player the opportunity to vote.
