Please explain your issue is in as much detail as possible.
This savegame is from a multiplayer lobby with all DLCs, the problem appeared there and I tried to solve it in private.
I can not reinforce nor upgrade my fleets (new and existing ones).
When "upgrading", animation is played, but nothing happens. Also the queue within the starbase is empty.
Steps to reproduce the issue.
Load savegame
go to "Raskamir" (should load in there)
upgrade the fleet there / open fleetmanager->reinforce all
