Please explain your issue is in as much detail as possible.
Fleet Supremacy edict does not provide ship XP on construction as it's supposed to.

Steps to reproduce the issue.
Unlock tech Doctrine: Space Combat technology
Enact Fleet Supremacy edict
Build ship
Check ship XP, have no XP from Fleet Supremacy.

Giving this a bump as I do not see it reported for this patch version at this time. Would be nice to have fleet XP from fleet supremacy edict working.
