Fleet resupply picks wrong starbase Lem v3.1.1 (22a5)

Please explain your issue is in as much detail as possible.
The wrong starbase is selected when hitting resupply on a fleet docked at a starbase with shipyards.
Expected: resupply to happen at the shipyard the fleet is docked at.
Actual: resupply happens at the first shipyard in the list of shipyards.
This is true even if the first starbase is busy at all available shipyards. This can lead to massively long resupply times when rebuilding after taking large losses or rapid fleet growth.
This is true even if the docked starbase is the home base for that fleet.
Steps to reproduce the issue.
Have 2 or more starbases with shipyards in systems with open Gateways.
Have a fleet that needs resupply docked at one of the starbases that is NOT the first starbase in the list of starbases.
Have available shipyards at the starbase that the fleet is docked at.
Hit resupply.
In the supplied save, hit resupply on Galathor's Armada. Expected ships to build at Batraq, but instead they are started at Router.
What this bug is showing is that the calculation for which shipyard to choose to build at doesn't take travel time into account.
