Please explain your issue is in as much detail as possible.
In more than one game, I have encountered an issue in which NPC federation partners who share the player's ethics and have good diplomatic relations quit the federation, seemingly because of ethics conflicts with other members who happen to be their own vassals.

Steps to reproduce the issue.
I have attached a save game that should enable you to replicate the problem (although, as I mention above, I have had similar issues now in more than one game):

-Player is UNE; has just formed a federation with Hythean Mandate (egalitarian / fan. xenophile)
-Hythean Mandate has 2 vassals with conflicting ethics
-Hythean Mandate promptly exits the federation.

I had submitted my own bug report earlier today about a federation partner leaving the federation we had just created, and that nation had vassals as well. I had not thought to check if the ethics had conflicts. Turned out they did. I wish the game actually TOLD you WHY they decided to leave the federation.
