Federation Breach of Law, Unable to support "Unidentified Empire" in War in Heaven Wells 2.7.2 (60bf)

Pretty sure I checked all the boxes, but I have all the DLC to clarify.

Please explain your issue is in as much detail as possible.
I'm having an issue where the War in Heaven is happening and one side was defeated around 50 years ago give or take. I am allied with the independent empires so that leaves the other Awakened empire still around.
A resolution that has apparently been in the queue for awhile comes up. I think the "Unidentified Empire" in the attached screenshots / save was supposed to be the other side of the War in Heaven, the one that was conquered.
Because that Empire is gone I seem to be unable to do anything about the breach in law I'm facing. I don't have the weight to stop the vote.
Also, I think all the empires signed up to approve the law are also Independent so I think it might also be a bug that they would support such a resolution. (I am but only to stay on allies' good sides.)
Attached Autosave (Couldn't find the manual) starts about a month before resolution is passed.
Steps to reproduce the issue.
My guess is:
War in Heaven
Empire declares resolution in the Galactic Community to support one of the Ascendant Empires
Said Ascendant Empire is wiped out decades before the resolution comes up for a vote
Resolution passes to support "Unidentified Empire" in the War in Heaven
Unable to support said Unidentified Empire, get hit with sanctions
