Faulty "No avalible Shipyards" message on Federation Fleet

Please explain your issue is in as much detail as possible.
Steps to reproduce the issue.
1. Load up the Savegame.
2. Find the Federation Fleet. It is currently set to reinforce one Destroyer and 1 Cruiser
3. In the Fleet Manager, it says taht 2 ships need to be reinfored at a cost of 0
4. The tooltip of the Reinforce Fleet button says "No Shipyard avalible to build fleet".
Theory:
I used to have 2 Independants in the federation. they have since left, leaving just me and my Protectorates.
I would guess that some Ship designs are thus no longer valid, their technological knowledge having left the Federation.
