Fallen empire declares war on me but i am still neutral with him

Please explain your issue is in as much detail as possible.
So thye declared war on me because they don't like touching borders. But we are still neutral to each other and the warscore keeps ticking up. We are the only 2 empires left so no way i mistook it for somebody else. It's ironman so no mods. Easy enough fix is use a fleet to attack a neutral target but still. This also happens when i am the one to declare war
Steps to reproduce the issue.
no idea Uploading a save but no sure if the war has started already otherwise when the 10 year grace is over they should declare war. Just wait.
