Stellaris fails to quit running

After exit to desktop, the game is "still running" in Steam and won't restart through the desktop shortcut.
The only way to shut it down is through finding and ending process in Task Manager.

I've seen that happen when the launcher gets stuck open, but not after the game itself has run okay. If you run stellaris.exe directly from Windows Explorer, then exit it, does this still happen?

What antivirus app do you use? Perhaps it is holding something open.

It has since stopped happening, I suspect a steam update patched the problem.
