Extradimensional Experimentation does not unlock Zro Distillation

Please explain your issue is in as much detail as possible.
After passing the Extradimensional Experimentation resolution in the galactic community, I had expected to be able to use its benefits to my advantage. However, the decision does not grant empires the ability to harvest Zro unless they can already do so.
As a hive mind, I cannot unlock the Psionic Theory technology needed to acquire Zro Distillation, despite having deposits of Zro within my empire. Though I understand that this may be intended, it does not feel good to pass a law that suggests you would be able to harvest the Zro in the first place. It would seem appropriate to unlock the research option for all empires once the resolution has been passed, or to clarify the text for future reference.
Steps to reproduce the issue.
1. Establish the galactic community.
2. Pass the "Extradimensional Experimentation" resolution.
3. If you do not already have access to the "Zro Distillation" technology, you cannot harvest Zro or activate the planetary decision.
