Exploit: Primitive Planets Pops Refill Upon Advancement

Please explain your issue is in as much detail as possible.
Mods disabled to replicate. A player can go to war with a primitive civilization (send in an army and retreat). Makes logical sense to me, alien invaders, abductors. Then using raiding stance they can abduct pops. If they leave at least 1 pop on the planet, and return when the civilization advances it will advance. How does a planet go from 20 pops to 1 to 28? Very exploitable with the just before Atomic and on as they advance rather quickly.

Also, while I totally think a player should be able to raid anytime, like in this example, I'm pretty sure the primitives abducted would be in stellar culture shock. They aren't. Even with that modifier would be a huge boost to player economy. Right now, they don't get that 10 year malus.

Steps to reproduce the issue.
1. Staport on primitive system
2. Invade with 1 weak army
3. Retreat army
4. Raiding bombard
5. Leave at least 1 pop
6. Wait for civ to advance
7. Repeat/exploit

That's happened to me!

Not sure if it's an exploit as such because it's not something you can do on-demand, but yeah -- you could farm a primitive planet for more pops than you'd get by just taking it at its highest tech level.

I'm currently raiding a primitive civ, but I'm going to invade when they're down to one pop rather than waiting for them to advance and magically go from 1 pop to 20+ again. I don't consider raiding an exploit. Early game it's mega slow, though what else are you going to do for those 10 years? However, I'd argue 1 pop to 20+ in a matter of a few years certainly is unintended consequence of programming.

Nevermind, they advanced to the Atomic age after I took about 5-6 pops and they're back to 20+ strong. So I'll take 5 less and then invade.
