Please explain your issue is in as much detail as possible.
I had a war with a rebelling empire. In the war i claimed every system from them and was just bombarding the last one.
The war-Score was 34-100. So - it should be a long time.
After i started bombarding, i got an instantly peace and an Empire spawn there and was INSTANTLY vassalized. (i paused tha game because of this)

This looks, for me, clearly as a bug and now bordergored my empire when i wanted to fix it.

Killed all my mood to keep this one playing. Because - if i want to fix this - i have to wage war against a BIG FEDERATION just because of 3 systems - OR - hope they collapse to some day...

Steps to reproduce the issue.
Being in a constant war after destroying a purifier because first planets by your vassals rebelled and because you are in a war you cant create new vassals to make them there home species.

It is entirely possible for an empire to surrender before you have conquered everything, if their acceptance goes positive. I'm not sure why you would think that is a bug?

No. Thats not possible.
If your vassal gets a war declaration against him, you - as the overlord, are the main warleader. Your subjects CANT do peace declarations when you are the war leader.

Also - because its a rebel, your or your vassal have all the claims on the territory. If they surrender i should have gained all the territory back i lost. Especially since i didnt stop the war.
