The majority of the galaxy is covered by empires with black fill colors despite their flags being very colorful.

Steps to reproduce the issue.
This bug happens every time I play, the large majority of empires including my own appear with colorful borders but black fill color.

Is the bug database publicly visible somewhere? (That way I can check to make sure it's not a duplicate next time!)

Is this caused by the same problem as the ship colors not matching flag colors any more? They're all messed up at the moment, even the old colors are no longer accurate.
