Please explain your issue is in as much detail as possible.
On and off issue with edicts turning themselves off, despite having enough unity to support them. At the worst point, edicts would turn off a couple days after turning them on, so their effects wouldn't even go through when the month ticked over.

Steps to reproduce the issue.
Unsure, occurs constantly through standard gameplay.

The algorithm for automatically disabling edicts is currently not working properly. If ANY resource is missing, the game turns off ALL edicts, even if the edict does not use the missing resource.

In your example, you have a shortage of Minerals and Consumer Goods resources, which results in a trigger to disable all edicts.

Temporary solution:
Eliminate the shortage of all resources, re-enable the necessary edicts, do not allow any shortage of resources in the future.

Recommendations for developers to fix:
When there is a shortage of resources, disable only those edicts that use the missing resource.
