Eager Explorer armies won't upgrade to FTL drives [3.7.4] [fc72]

Please explain your issue is in as much detail as possible.
After researching FTL drives as an Eager Explorer, newly recruited armies still use warp drives. In a related fashion, it would be nice if older non-military ships could be retro-fitted with the new drives similar to how the armor and shields automatically update.
Steps to reproduce the issue.
Start as an Eager Explorer, recruit an army (will have warp drive, not FTL, as expected), research hyperdrives, recruit a new army (on a separate planet), new army will still have warp drives.
