Please explain your issue is in as much detail as possible.
Have multiple starbases with shipyards in systems with gateways. Attempting to upgrade a docked fleet will cause the fleet to move to another starbase to perform the upgrade even though the current starbase is available.

Expected: the fleet not to move to another starbase or if it does, to do so only if the time to upgrade at the current starbase is less than travel time + upgrade at another starbase.

The same logic addition in Lem that causes https://forum.paradoxplaza.com/foru...picks-wrong-starbase-lem-v3-1-1-22a5.1492832/ is likely also causing this bug, with opposite directionality. This issue did not occur prior to Lem.

Steps to reproduce the issue.
Have 2 or more starbases with available shipyards in systems with open Gateways.
Have a fleet docked at the first shipyard in the list in need of upgrades.
Select upgrade on that fleet.

In the attached save, hit upgrade on the Suthnar's Armada docked at Router. It will depart for Batraq starbase instead of performing the upgrade at Router.

Does batraq have more shipyard modules,?

Can confirm I've also seen this happening. Prior to Lem, docked ships would always use the starbase they were docked at to upgrade, even if there was another with more shipyard modules.

Having this back would be good, since if I have a starbase with 6 shipyards, I'd rather the fleet docked at it upgrade there then travel to the Mega Shipyard several months away.

Does batraq have more shipyard modules,?

In this example, batraq has 6/6 shipyards available. Router has 5/6, with one ship in construction. However, only 3 ships need upgrade. I've also experienced it where it'll move even if all 6/6 are available at the docked shipyard.

This is really anoying if your fleet and starbase is on the front line. Not sure if it is calculating the time to travel both ways when it decides if it is quicker
