Please explain your issue is in as much detail as possible.
I am able to build hundreds of districts on ringworld,habitats and ecu's. By spamming replace districts during a stutter.

Steps to reproduce the issue.
Get into very late game i'm assuming.Get a habitat or ringworld (no upper limit of district tied to terrain)build whatever you want Get the game to hitch and stutter, at a moment of stutter replace a district type with the others as quick as possible just keep clicking the other options and you will get a ton of extra districts.

Well i guess never mind it's just a visual thing it will not add the district when it finishes building... sad times.
