Description
[Dick v3.0.2] [91c1] Synthetic robots do not automatically migrate

Game Version
3.0.2

What version do you use?
Steam

What expansions do you have installed?
Utopia, Apocalypse, Megacorp, Ancient Relics

Do you have mods enabled?
No

Please explain your issue is in as much detail as possible.
Robots, even after researching synths and provided full citizenship, do not automatically relocate. This new feature in the 3.0 update is very useful and shouldn't be limited such that synths are not considered.

The issue likely is due to the fact that it is impossible to disable migration controls for robots.

Steps to reproduce the issue.
Produce robots on any colony.
Ensure that the robots are unemployed
Ensure that you own another colony that has free jobs
Leave be for a few months. The robot will not automatically relocate like an organic pop would.
The same thing occurs no matter what rights the robots are given, the techs that are researched, or even if a transit hub is constructed.
