Dick v3.0.1 (c04b) - Declare Crisis on Ketling Star Pack failed to result in War

Please explain your issue is in as much detail as possible.
As the Leader of the "Impericorp" version of the Galactic Imperium, I declared the Ketling Star Pack to be a Galactic Crisis. This resulted in all my ships being removed from their systems as if war was procced, however they are not at war with me. They have no maluses for being at war with me. They are not at war with anyone, in fact. However, they're still apparently selected as the Galactic Crises in the Resolutions menu, and I can repeal the status, resulting in no change.
Steps to reproduce the issue.
Become the Emperor as a corporation. Declare Ketling the Galactic Crisis (While they're part of the Imperium). Watch nothing happen.
