Agreed. Also, being collectivist gives you tolerance towards slavery in general ("it's okay, for the greater good"), not just enslaving aliens. And you don't necessarily need to have slaves at all... Being xenophile, on the other hand, means your pops will be less bothered by having to live next to a xeno pop.It can make sense. You can be tolerant of slavery, but just avoid using it due to xenophile philosophy.
