I would suggest being a Criminal Syndicate, as it would be thematically appropriate.
Will there be a way to use this to stop criminal enterprises? I absolutely despise them and they ruin the game. They're impossible to actually deal with half the time and they just come back so fast if you throw them out. It's infuriating and adds nothing to the gameplay. It's not even fun to play as them.

I see this question asked a lot but I don't think it's that big a mystery. Necrophages more or less require non-necrophage pops to expand their population at an appreciable rate. Hiveminds can't maintain non-hiveminded pops. As such, hiveminds have no good access to non-necrophage pops to convert. Hence a necrophage hivemind would be unable to make proper use of its necrophage features and would barely be able to expand its population.Why can't Necrophages be Hive Minds?
