Ok, looks like my first post-DLC run is going to be a necrophage megacorp built on spreading lies and disinformation.

I would suggest being a Criminal Syndicate, as it would be thematically appropriate.

I wandering how does Counter Espionage work in blocking operations? Simply increasing the difficulty?
If so, may there be a case that the Counter Espionage is so strong that our agents can't get any clues forever?

I hope we get an intelligence map mode. It would be really good to see at a glance which empires we have intelligence networks in and which ones we don't. I know that this will probably show in the communications tab but that's often a bit of a pain, as it's rarely quick to figure out which empire is which other than a few you've had a lot of contact with.

I'm in doubt how much I like this. Will we have a way of determining how much of it we have in our games? Too much Espionage and Sabotage stuff may be way more hassle than fun. I'd like to have a little of it, but not much.

Other than that, do we have an idea when will this pop up? I don't want to start a new game if this is going to be released, say, in a month from now.

Using counter-intel to counter criminals actually sounds pretty good, as long as proper investment is required. I know they frustrate a lot of people.

So envoys are spymasters, will xenophiles keep the bonus envoys? it's kinda not lovey-dovey to spy on your neighbors.

Had to think about stalkers that want to learn everything about you - whether you want them to or not.
They sure like you - doesn't mean they are nice to you or respect your privacy.

Why can't Necrophages be Hive Minds? It feels like such a bizarre restriction.
I see this question asked a lot but I don't think it's that big a mystery. Necrophages more or less require non-necrophage pops to expand their population at an appreciable rate. Hiveminds can't maintain non-hiveminded pops. As such, hiveminds have no good access to non-necrophage pops to convert. Hence a necrophage hivemind would be unable to make proper use of its necrophage features and would barely be able to expand its population.

You'd need to come up with some sort of workaround or fundamentally change how hiveminds work. The bigger mystery is why fanatic purifiers ARE allowed to be necrophages imho, the conflict there is even worse.

Will there be a policy for the espionage focus of your empire?

Like:
Offensive - bonus to espionage, malus to counter-espionage
Defensive - bonus to counter-espionage, malus to espionage
Balanced - no bonus/malus to either

Similar to the economy focus. i.e. potentially a bonus of +2, but a malus of -3, so it doesn't perfectly even out, but still makes a massive difference if you utlise the bonus well.

Is it possible to have your spies fake an operation meant to fake an operation from you on behalf of a third-party?

Just fail a normal operation. A faked operation is indistinguishable from a normal operation, which is why it actually works.

I really hope that the operations and "freedom fighters" you mentioned play nicely with liberation wars :) As for spymasters in fanatic egalitarian democratic societies still being mean, the Culture had "Special Circumstances" as an adhoc department precisely for the things that needed to be done to keep utopia. One thing I would love is being able to name the spy networks or name the department precisely so I could roleplay that, lol.
