Not really. When you do the hire-fire dance to refresh the pool, you're producing Level 1 leaders who never get assigned to a role so don't have any special operational knowledge and so don't make particularly interesting assets.Doing this will make player think twice about hiring a leader just to fire him instantly to refresh the leader list.
(Outside of that, pretty much the only time I fire leaders is if they get Arrested Development at a relatively low experience level.)
It already costs resources. If you think that cost isn't severe enough, make the case as a freestanding suggestion.
