Is this a fixed improvement, or can council members vote to increase their power in any way? Either even more weight, or other things like naval capacity or resource tribute or unity or whatever?

I don’t believe this is covered in the questions, but I want to know more about Hegemonies. I know the Hegemony is like the “authoritarian” federation, but how exactly can the hegemon shape the federation?

A Hegemony is basically Vassalage in Fedeartion shape. The President starts being about to unilaterally do just about anything. The Junior Partners can not leave.
I am unsure about the sucession rules that will apply. If the Hegemon can not integrate Hegemony subjects there is a >0% chance of one of them outclassing him during a Selection:

@Eladrin I've a question about the "Greater than Ourselves" edict. As stated, it enables worker pops to resettle by there own, as long as the GC resolution is passed and the edict is active. Now my question: Is this the first resolution of this line or rather will there be another resolution which allow specialist pops to resettle by their own?

Question regarding the GC forming mechanism.
Suppose I reached half of the galaxy empires, however they don't know each other but only me.
From the description, it seems that the even will be still triggered.

If it is triggered, I decline to form/join the GC, will GC be formed?
They are not suppose to know each other, in this case, how can they form a GC without me?

If GC is formed, will they immediately get communication of all members in the community?
