Please explain your issue is in as much detail as possible.
I declare war on a rival, the war tootip is there but the ir dont happen, whe i try do declare war aggain, i appear on the enemy side and the game crashes.
Steps to reproduce the issue.
Chosse a rival
declare war of conquest
the tootip for the war show
the war dont happen
try declare war again
