Custom empire with invalid shipset crashes when trying to select valid shipset

Please explain your issue is in as much detail as possible.
When playing with Dick (3.0.4) I had used several custom shipsets in my custom empires.

Some of these mods have not been updated to Lem (3.1) so I made a new mod playset with only those mods that had been updated.

I was starting a new game, going through my custom empires to repair any which used invalid features (like portraits or shipsets which came from mods not yet updated). I opened a custom empire, saw that its shipset button was red, and clicked that button to try to select a valid shipset.

The game immediately crashed.

This bug is caused by DISABLING a mod (specifically a shipset mod); disabling the mod is what caused the issue.


Steps to reproduce the issue.
1 - Subscribe to a shipset mod -- this one is nice:
2 - Start the launcher and create a mod playset with the shipset mod.
3 - Start the game; use the mod shipset in a custom empire; save the custom empire.
4 - Quit the game.

5 - Start the launcher and create a new playset which has no mods.
6 - Start the game with this no-mods playset.

7 - Select the custom empire created in step 3 and attempt to select a new shipset.
