Description
Criminal Planetary Modifiers Persist Under Rogue Servitors [Lee 2.4.1] [73ad]

Game Version
2.4.1

What version do you use?

Steam

What expansions do you have installed?
All of the above

Do you have mods enabled?
Yes

Please explain your issue is in as much detail as possible.
I play a Rogue Servitor in this game. I've just integrated one of my protectorates, and they have worlds with the "Criminal Underworld" and "Mob Boss" modifier. I receive alerts that these mods should disappear thanks to low deviancy rates. When I check on the planets though, the modifiers are still there. These alerts pop up once in a while, and they keep periodically reappearing

*The only mod I have on this game is a UI mod called "Tiny Outliner v2." I have disabled the mod, but the issue persists.

Steps to reproduce the issue.
1. Start a game as a Rogue Servitor.
2. Vassalize and integrate a rival empire's planet with the "Criminal Underworld" or "Mob Boss" modifier.
3. Lower deviancy level on that planet to zero by giving all organics jobs as bio-trophies and assigning hunter-seeker drones.
4. Wait until you receive an alert stating that deviancy modifiers on a planet have been cleared out.
5. Check the planet and see that it still possesses a criminal modifier.

Same. Playing as Earth Custodians, integrating some Techno savages, now i get a msg every few month that the unorder(?) has vanished, but the criminal underworld is still there. No mods.

Had to abandon this game. Not only were the alerts annoying, but I got the deviancy/crime job-flipping bug. The AI would fill a hunter-seeker job because deviancy is at 35-ish. The deviancy goes down to 0. The AI unassigns that hunter-seeker job, deviancy goes up. The AI fills that hunter-seeker slot. Ad nauseam until the my games slow down, the days slowly chugging by.

This happens with Driven Assimilators as well. May be a problem with gestalts in general.
