Couldn't finish the War despite all planets occupied

Please explain your issue is in as much detail as possible.
It says that if I propose White Peace my allies will get 5,1,3,3 planets and 4,4,1,5,2 systems and If I enforce my demands they will get will get 5,1,3,3 planets and 4,4,1,5,2 systems. Only difference are enemy vassals that will change affilation. But why Enforce Demands says that where are somewhrere unoccupied planets? I presume that it's sytems and planets from my wanna be vassals on which my current vassals have demands but I couldn't occupy them because we are allies.

I was going to try to see what was going on, but the save you posted is 8 years later, and the war is no longer on-going. Kind of hard to pinpoint the issue, at this point. If I had to guess, though? Orbital Rings. Since that is the issue with the war that is actually going on in the save.

Oh my, orbital rings! I spent hours thinking about what's wrong with military score. I need to check orbital rings, I thought they automatically switch after destruction, like regular outpost. Am I suppose to land armies on rings? I never done that.

The issue is related to your war goal, I believe. Since it isn't a conquest war, the systems and planets that would be transferred based on occupation and claims right NOW are listed for achieve war goals, the same as what they are for status quo. That doesn't mean that your allies don't have claims on other systems that would need to be occupied fully, in order to end the war. Case in point.

So in order to (potentially) succeed at your war, all claimed systems will need to be occupied, and not only will the subject empire shift loyalties, but all of those other occupied systems will also go to the empires claiming them.

And with Moregard occupied, for good measure to confirm that unoccupied systems penalty will go down:

As far as the occupation of orbital rings vs planets, and different empires occupying them? That bug seems to have been reported before, hence the reason your other 100% exhaustion war can't achieve war goals, while the orbital rings in your big war, seem to be working
correctly.

Thanks a lot! Will check it later. It seems what my vassals claimed before or during a war.
