so I’ve searches far and wide and I’m confused as to why Paradox did not release any version info for console edition. I understand it’s like a modified of version 1.7. Which from my extensive time playing, I’ve seen that it has ALOT of content that is related post 2.0. But you can’t do the things like you can, no ascension perks or anything. It’d be very helpful as the game has been out since February and it’s april now.

in fairness, it was released in the last week of February and this is the 3rd day of April.

the console version of stellaris is a port of version 1.7 of the PC build.

There's nothing in game that has post 2.0 elements in it, only thing post 1.7 that the game has is that the only drive systems available are hyperdrives, horizon signals is also part of the base game. Ascension perks are exclusive to the Utopia expansion, would be no different if you asked why we can't build megastructures or titans, because they are expansion exclusive and not part of vanilla.
