Please explain your issue is in as much detail as possible.
Clone army species decline can be minimized by having a different species take the slot via forcing it to decline or purging the species, also the effects from having 0% habitability from not having enough clone vats is missing (if that is an intended consequence of going over) In the picture its hard to see but the pop is still make 7.5 alloys. I have noticed that the process can only happen if you already have a species set to purge or forced decline before going over the clone capacity, otherwise it will force the clone the decline anyway. (second picture)
