Some ship-related modifiers are applied twice to all ships when given out as a country-level modifier. In the unmodded game, this for example happens via Traditions, in the discovery tradition To Boldly Go.
The tradition grants:
But what happens in game can be seen in the two attached screenshots, both modifiers apply twice for a total of +70% Survey Speed (80% in the tt due to the existing 10%), and +100% Science Ship Disengagement Chance.
I noticed this issue while trying to use these modifiers in a modded policy (that I disabled along with all other mods before checking the tradition effect), so this appears to be a problem with how these modifiers are applied in general, not specifically with the tradition. I think other such modifiers may be affected, too, but I did not check.
Steps to reproduce the issue.
1. Start the game
2. Collect enough Unity to unlock the To Boldly Go Tradition
3. Check the numbers before and after taking the tradition
