Please explain your issue is in as much detail as possible.
Attempting to force the spawning of three particular custom empires (described in the attached "user_empire_designs_v3.4.txt" file) results in only one of them spawning, and the other two being replaced with randomly generated empires. Any of them can be played as or successfully forced to spawn by itself, but no combination of the three will spawn together in the same game. There is no easily explicable reason for this (such as a custom starting star system conflict).

Steps to reproduce the issue.
1. Backup and replace your own "user_empire_designs_v3.4.txt" file with the one attached, or create the empires described therein from scratch and add them to your list of custom empires.
2. Set all three empires (and no others) to be forced to spawn.
3. Select the option to play as a random empire, or select any other preset or custom empire to play as.
4. On the pre-game options menu, set the number of AI empires able to spawn in game to 3 (or more).
5. Start a game.
6. Open the console and type in "observe" to enter observer mode.
7. Open the Observer Outliner to easily see a list of empires that have spawned in the game. Only one of the three custom empires will have spawned. The other two will have been replaced by randomly generated empires.

Selecting any one of the three empires to play as will likewise prevent either of the other two from spawning in the same game. I can't speculate as to what is causing this behavior, but depending on what the problem is it may well apply to a broader set of possible custom empires than just these three.

Update: Through further testing I have indeed discovered two more empires that are improperly mutually exclusive in the same manner as the three described above (To be clear, these are mutually exclusive with one another, not with the above three). I have included them in another "user_empire_designs_v3.4.txt" file attached to this message. It is perhaps worth noting that these two are both hive minds, while the first three were all megacorps. I hope this is helpful to you in investigating this issue.

Do the empires share the same starting system setup? I:E do they all have Random Unary I or any of the others that are not Random System?
Those systems are considered to be the same, so only one empire with that system can spawn.
