Please explain your issue is in as much detail as possible.
Once in a while, the diplomacy screen for all enclaves is not interactable. Your still receive dividends, you just can't extend fleet contracts, hire new fleets, hire troops, or sell tech.
Steps to reproduce the issue.
Not entirely sure. Tends to happen when switching between multiple enclaves and selling your tech, or extending your contract and giving them fleet upgrades.
