Please explain your issue is in as much detail as possible.
well i think you forgot robot's can't migrate
and while that's understandable neither can synthetically ascended species
which mean's synth ascension just got really annoying with micro

Steps to reproduce the issue.
play organic non hivemind empire
use synthetic ascension

If you're up for modding while this gets fixed officially, try the "Slaves Can Auto-Resettle for 3.0" mod in my signature (which also fixes robots).
