Do you have mods enabled?
No

Please explain your issue is in as much detail as possible.
When I try to start Stellaris from Steam, a Windows installer error pops up with the text "This installation package could not be opened. Verify that the package exists and that you can access it, or contact the application vendor to verify that this is a valid Windows Installer package." It then prevents me from launching the game. This means the only way I can play the game is to launch the Stellaris.exe directly from the local files, which I think might be leading to issues where I can't play multiplayer with my friends.

Steps to reproduce the issue.
Go to my Steam Library
Select Stellaris and hit play
Note the error

For fix:
Go into local files
Launch Stellaris from stellaris.exe
