Ahh, I thought you meant it was also showing a "Scientist is Present" warning if you right-clicked on the project itself.

you have to cancel all of their existing orders to immediately send them to the research project.

If you hold CTRL+Shift while issuing the Investigate project order from either the right click menu or the relevant button on the science ship interface it'll push the order to the front of the queue.
