Please explain your issue is in as much detail as possible.
When you get an upgraded building that gets ruined, you can't either Replace or Demolish it. You must Repair it before you can build a different building there. I found this out when I conquered a planet, and was changing the buildings up. One that had been ruined from my bombardment I had to pay to Repair, even though I was just going to replace it with a different building anyway.

Steps to reproduce the issue.
Get a building that has been upgraded ruined. Easiest way is to build it in the last building slot, upgrade it, then destroy a city district so you lose a building slot, and it gets ruined. Then rebuild the City District to get that slot back available again. You then cannot Replace it with a different building, all you can do is Repair building.
