Please explain your issue is in as much detail as possible.
I would like to change the focus of my industrial sectors from alloys to consumer goods, but i am not allowed to replace the alloy foundries with civilian industries building.

Steps to reproduce the issue.
have a alloy foundry building on a planet, try to replace it with a civilian industries building

Thank you for the report!
This is working as designed.

Replacing those buildings between each other is locked by design, try demolishing one and placing the other in it's place.
That they are mutually exclusive is certainly by design.
That one can not replace the other however, does sound like more of a bug.
