Please explain your issue is in as much detail as possible.
I was playing as a megacorp, and I wanted to reform into a normal empire. I could not do this due to having the anglers civic, despite there being a 'normal' (non-megacorp) equivalent to the trait. I wanted to reform my government so I could become a normal empire and get the divine empire event to trigger.

Steps to reproduce the issue.
create a megacorp with the anglers trait, and try to reform your government into a non-megacorp.
