Can't close borders with vassal of enemy

Please explain your issue is in as much detail as possible.
After ending a war in white peace, a section of my empire was made into a vassal (Interstellar Mirovandia Confederation) of my enemy (Raxar Accord). Once the period of open borders ended, I closed my borders with the Raxar Accord, and they closed borders with me. However the Interstellar Mirovandia Confederation is still able to travel in my space as though they had open borders, and I can't negotiate with them directly to close borders, since they are a vassal. See the attached screenshot highlighting the issue. I've also attached a save game (from a bit after this happened) with the same diplomatic circumstances, but I don't think they have a ship in my space currently.
I confirmed this isn't caused by Glavius's mod, and I don't have any other mods installed that are likely to affect vassal diplomacy.
Steps to reproduce the issue.
1. End a war in in white peace, in which part of the player empire is made into a vassal state of the victor.
2. Close borders with the victor. Note that the vassal can still travel in player space, and it isn't possible to negotiate closed borders with the vassal directly.
