Hello! Here's the issue I'm running into - I cannot figure out a way to have only my custom-created empires spawn as AI's in Stellaris as of 2.2's release. (Everything was fine in 2.1 [cbaa]) Here's the setup:
Stellaris 2.2.1, all DLC packs, no mods
created ~35 custom empires (file attached)
set 18 of them to "Force Spawn"
set number of AI empires to 18 (advanced starts at 0)
Only about 6-9 of my custom empires spawn in my game! The rest are presumably randomly generated by the game.
Even though this shouldn't be necessary, I've tried a few mods from the Steam Workshop that claim to block all game-generated regular AI empires - none have worked.
I've tried editing the "prescripted empires" files to block the spawns of these empires (there's only a few in these files). I still see randomly generated empires taking up slots that my user-created empires should be in.
I've tried choosing "Force Spawn" for all 35 empires into an 18 empires game. Same results as anything else. In fact, one oddity that seems to also occur is that almost half of the randomly spawning empires in each game are Megacorps. Another is that certain custom empires ALWAYS seem to make it in. (Using my file, Perfect Blue and Holy Yoshi Empire always seem to spawn.)
I've tried all of the above on both solo play and multiplayer. No difference.
If anyone has any ideas, I'm all ears. If this is a known bug, then I must ask, "Paradox, would you kindly fix this?"

Create a new game with 18 regular AI opponents.
