Cannot Invade "Colonizing Planet"

Please explain your issue is in as much detail as possible.
I was colonizing a planet and then a machine uprising happened. The machine faction got initial control of that system. In the tool tip it says that it is still being colonized but the date of finishing has long past and the planet even says that it has 25 pops. I can't invade them because it is still being "colonized". Thus there's no way to end the war.
Steps to reproduce the issue.
1. Be in the process of colonizing a planet
2. Have a machine uprising occur where they include that planet
3. Bug occurs where even after conquering all other systems, I can't invade this planet.
