Cannot colonize 70% habitable planet in owned system(no anomaly) Wolfe v2.3.1[bcd1]

Please explain your issue is in as much detail as possible.
EDIT: It's not the planet, it's the ship, somehow it was build without a population. I'm not sure how.
Cannot colonize one of the two "guaranteed" compatible planets.
I could colonize another planet in Sirius system just fine.
This was game started with new patch and issue encountered very early.
There is no anomaly on the planet. There is one on different planet in the system, I have tried to analyze it, it was giant skeleton, this still did not make it possible to colonize the colonizable planet. Closing/restarting the game made no difference either.
Tried using colonize button from the ship, tried right clicking on the planet... again, no difference. Out of ideas, seems like something is wrong.
Steps to reproduce the issue.
Get my savegame
load it
go to Alfa Centauri system
select colony ship ISS Scion
select to colonize Alpha Centauri III
Pupup will appear, warning about low habitability (not sure that should be the case at 70%, and any case Sirius with 60% habitability and also this warning colonized fine), click yes
Confirm name(I tied different/shorter name, no difference)
Ship will show "Colonizing" status, with progress up until 90%, at which point it will switch to "no order" status.
