Please explain your issue is in as much detail as possible.
The AI is building out Citadel starbases with too many shields, allowing for only one weapon module to be built before running out of power, even with Dark Matter generators.

Steps to reproduce the issue.
I don't know, build a Citadel? I may have used the console early game to enable debugtooltip for a moment, but that's the only unique thing about this particular game.

You said, you have no mods installed, but I see a lot of mods. First of all, its a black UI (which looks nice, but is a mod), second the tiny outliner, the ship set, ... and so on.
Your starbase is also modded, thats where the issue comes from. A normal starbase doesn't look like this.
A normal citadell has 1 guided and 12 medium weapon slots, not 16.
I suggest: Ask the mod author for help or wait for an mod-update.

I said no mods because its that way with or without mods. The screenshot just happens to be with the mods on. The UI mod is not the issue.

That could work, though I'm fine with limiting starbase power as long as the AI doesn't make asinine decisions about the build, or better yet, they just let us customize the starbase build (not sure why we can't now?).
