Please explain your issue is in as much detail as possible.
I have noticed this every time, when i play stellaris. But last time i have tested this as observer.

So... zero mods enabled + enabled observer and i check what do every ai empire.

10 years past.. 20 years... 30.. 40.. 50 = > zero ship upgrades from 10 ai empires. Mb low resources? I have tested this version with console too ==> command: max_resources + observer. And result ? even with million of all res. ai never upgrade ships.

So.. ai module is broken (((( without any mods.

On the screenshot is example that ai don't try to upgrade first fleet from the game beginning (all modules - 1st level) for 50 years (difficulty grand admiral). it build new fleets with upgraded designs but never upgrades old fleets and not only this - EVERY empire never upgrades.

P.S.: but they always upgrades space stations, so it is bug: ignore ships all game, but always check and monitor stations.

Steps to reproduce the issue.
launch game as observer and wait 50 years + see what empires do ( i have waited 90...)

or use: research_all_technologies, then max_resources in the console and check ai empire = 0 attemps to upgrade ships for any amount of time.
