Brain drones on my ring world are not receiving the 20% job upkeep discount from the Synaptic Broadcast Discovery tradition

Steps to reproduce the issue.
Create a Hive Mind
Build a Ring World with Lab districts
Have brain drones working jobs
Review upkeep costs

I didn't take the techs. And even if I did, they should all show up in the break down in the screen shot.

+25% - 20% = +5% empire modifier that you are seeing in your original message. I'm not sure where the missing -5% would be coming from, but the fact that it is stuck at +5% is probably the pesky tooltip bug that isn't accounting for modifiers from all sources, rather than not actually being applied.
